China Introduces New Steel Export Regulations Starting January 1, 2026

China has implemented new export license requirements for a wide range of steel products, effective January 1, 2026. The regulation, announced in December 2025 by the Ministry of Commerce (MOFCOM) and General Administration of Customs (GACC), covers nearly 300 HS codes across raw materials, semi-finished products, and finished steel goods.

Under the new rules, exporters must apply for an export license before shipment, supported by a valid export contract and a quality inspection certificate issued by the manufacturer. Licenses are valid for six months and allow multiple customs declarations, with electronic verification to streamline clearance.

The policy aims to strengthen export oversight, improve product quality, and promote the export of high-value and green steel products. It is not expected to impose quantitative restrictions but may affect trade flows by encouraging more standardized and compliant practices.

Industry experts note that while the new procedures may cause minor delays initially, they will help reduce trade friction and enhance the international competitiveness of Chinese steel in the long term.

Exporters are advised to check their product HS codes against the official list and ensure all documentation is prepared in advance to avoid disruptions.
